Those network problems are very common, at least from my own experience, and the tutorial above seems (original link) to be a very interesting approach to a possible cause of the problem!
Hopefully many of us won't have those valleys while downloading / uploading files anymore (or at least much less of it). Below a screenshot of the Local Group Policy Editor (GPEdit.msc) where you're supposed to Enable the policy for "Limit reservable bandwitdh", then set it to zero. 😇
