Even though it sounds funny, I am sorry how sad many of you are when you try to finally open your game with the latest Eco Lifestyle Expansion Pack and you find the game going crazy, glitchy, weird things happening everywhere!
That is likely caused by many modifications implemented by EA on this last update to the game they released on June of 2020. Sadly, there's not much to do except remove all your mods and CC, test your game and, if successful, start adding them in small lots until you can separate the good from the bad ones.
Most of the times when there's a new game update mods tend to be the culprit for issues, and CC is usually fine. Not this time!!! Since they implemented a new billing system, many objects will feature water and/or power usage. Since it's very likely almost all of your existing custom content was created before this update, it is also likely it will be therefore incompatible š
What to do when Mods Break The Sims 4?
Before doing anything please backup your Documents\Electronic Arts\The Sims 4 folder!!! Right click your folder, select Copy.
Right click on an empty space then select Paste.
Now, you need to figure out if your game is properly installed and functional. To do that, you'll open your folder Documents\Electronic Arts\The Sims 4\Mods, then you will DELETE everything inside (remember that you made the backup above? yes, you'll need those files š):
As you can see I am not much of a modder and I am almost sure that the mods I have are likely very old already. Now, run the game again, as administrator (as usual, if not, please do so).
Try the game out and hope all is working well. You won't have mods and your saves will likely be a bit weird without custom objects.
If your game is NOT running well, check the installation to see if you have all of your files properly up to date and synchronized (Sims 4 All in One Automatic) or you downloaded everything (Sims 4 All in One Portable) and your anti virus did not block or destroy anything.
Otherwise, it's time to hunt for Mod and CC updates. Sadly, I can't help you doing that, you will need to revisit all the sources for all your mods and CC and check if there's a new version. Meanwhile, though, you can try restoring a few mods and CC per time into your Mods folder. An easy way to do that is by going to your Windows Recycle Bin and restoring them in small groups, then running the game. Or you can copy them from your backup folder created above.

I can't find the mods folder at all in the sims 4 folder. I'm using the "all in one automatic" so I can't add a mods folder because it's "write only". I've looked through multiple times, and checked all of the comments on here.

This is crazy! NPCs keep stealing everything they see. My restaurant is temporarily out of business now cuz they have stolen every dining table. Here is a picture, from someone else, that shows how terrible the game can get. His house is almost emptied out.

Ouch! Did the problem go away when you applied the last 1.63.136.1010 Patch? Does it work if you start a new game with the voting OFF for NPC? This is just awful and really messes up with the game!

I have finally found out the reason my sims wasn't working. It was because of UI cheat mode, more CAS mod, SCCO (Seriously Cooking Overhal) mod and National sim bank mods. If anyone having problems, try removing these š

my mods just mc command center and red shelf one so i'm glad that this issues not affected me at all š
That's awesome! I think I also have MC Command Center since ages ago and I totally forgot about it. Shelves don't usually use energy or water, maybe that's why it's ok too.
Thank you for this info! This is time-consuming and unfortunate but it is what it is. It is working for me now. Also, there is a website (lastexception.com) where you can upload your most recent LastException.txt file (the file that shows there is an issue with outdated or broken mods and therefore doesn't allow you to play properly) and it will lead you in the direction of which mods are causing the issue! It's helpful and may save time.
