Sorry, just to add to my previous comment - i found the file! It says this - TS4_x64.exe.updating.wait and the file type is WAIT. However it's a full green file which means it's installed not waiting to be installed. Any ideas? ð x
Yes! It's green because it's synchronized on your end but it has a "funny name" because I am using this as a strategy to take the game exe down while all other files are updated, so you don't damage your saves by having a franken sim with some files that are new mixed with others that are old. Your question is good, though, and others reading this will understand next time there's an update.

Wont let me download the new update i have uninstalled and reinstalled and it just instanly turns into the red x i have plenty of space for it so idk what the issue is!
Hi! It should have done it. Sometimes it goes red but then it goes back green. Yandex should show a blue icon when updating but sadly it seems to not do that and frequently show a red icon when it's still synchronizing content inside. Did it resolve after a while (large 13 GB update, might have taken a few hours)? Otherwise let me know and I can remove your access, you can delete everything and start over after.

I have installed a new hard drive and now when I'm trying to reinstall the Sims 4 it does not show the installer, after save to the computer and everything has changed to green, but there is not installed like the directions.. ð

It seems you somehow lost access. Please delete everything inside your disk.yandex.com (via browser), clean the trash folder too, after. Let me know when it's all processed so I can reinvite you. ð
